Cardinal Note: As of June 5, 2013 — up to and including the date of this article — police incidents related to the Mount Prospect Police Department and Prospect Heights Police Department are not reported in real time or within a prompt time period. Police protecting their realm of investigation and police activity, have chosen to use encrypted radios to withhold their police communications, which were previously open to the public and news media via monitoring of public safety scanning radios — with no known negative results locally.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.

Several alert citizens were concerned about a police incident involving a driver that fled in a silver Lexus on Monday, October 14, 2013 about 8:30 a.m. — especially since the incident was in proximity of two attacks on females that occurred recently. The incident was a traffic/DUI incident that is not known to be connected to the cases involving early morning attacks on females at Incident #1 Lake Arlington and Incident #2 at Hintz Road and Haddow Avenue, that occurred about dawn on Thursday, September 26, 2013 and Friday, October 11, 2013, respectively.

On Monday, October 14, 2013 at about 8:34 a.m. an Arlington Heights police officer observed a silver Lexus RX 350 vehicle speeding eastbound on Palatine Road at Forrest Avenue. The officer activated his emergency lights. Police observed the offender drive across the raised median into oncoming westbound lanes around a vehicle that was stopped at the traffic signal at Schoenbeck Road. The driver then disobeyed the traffic signal and passed through the intersection. The officer lost sight of the vehicle, but continued in the same direction without emergency lights. The offending vehicle was reported to be traveling in excess of 100 mph. Police pulled up behind the offender at Wheeling Road, but the offender drove across the raised median again, and through a red light again — nearly colliding with oncoming traffic. The offender then turned northbound on Wheeling Road. Because of the excessive speed, the officer lost sight of the offending vehicle near Harvester Court, but not before he was able to obtain the license plate number. Wheeling police were called for assistance in searching for the vehicle. Ten minutes later, Wheeling police found the unoccupied vehicle parked in the 400 block of Denniston Court in Wheeling, just north of Wheeling Road and Harvester Court. The offender was found walking by another Wheeling police officer at Hintz Road, just east of the railroad tracks. A strong odor of alcoholic beverage was allegedly on the offender’s breath.

VIDEO: Fire scene at Penray, and interviews with Whitney Camp and Ron Reeves where their employees and clients at Avenues to Independence were evacuated because of the risk of a major propane tank explosion in Wheeling, Thursday morning.

Wheeling police and firefighter/paramedics responded about 8:01 AM Thursday to a warehouse with a report of chemical or propane tanks on fire at Penray, 440 Deniston Court Wheeling, IL. Police and firefighter/paramedics received a report of a chemical tank fire, and immediately learned that a fire involved one of the propane tanks (Hazardous Materials placard 1075).

Firefighters immediately set up Wheeling Tower Ladder 24 south of the burning tank at a distance of about 600 feet from the burning tank. The aerial tower from had two firefighters on the platform controlling to master streams on the burning tank. No fire was visible after 8:30 a.m.

Plowing contractors buried fire hydrants in the area, which initially slowed down getting a positive water supply on the fire. However, firefighters worked quickly to discover and dig out the hydrants.

Mark Twain School directly west of the fire scene was locked down, and school children were prevented from being out on the school grounds, although they probably would not have been outside in this weather anyway. There were reports of an evacuation at the school, but buses were seen leaving the school empty. An no evacuation was seen after 8:30 a.m.

The warehouse facility for Avenues to Independence directly north of the fire scene was evacuated. The warehouse provides employment opportunities for people with developmental disabilities. The workers were just arriving in buses when the fire occurred. They were immediately evacuated, and received the day off.

Whitney Camp a supervisor at the Avenues to Independence checked the back door, unaware of the risk that was located just beyond the door. When she opened the door, she was only about 80 feet from the burning tank. She immediately called 9-1-1 and ordered the employees that had already arrived to evacuated to the north — away from the fire.

Firefighters also used the front parking lot for Avenues to Independence at 444 as one their staging areas for fire attack.

On July 29, 2013, a fire broke out at the Blue Rhino propane in Tavares Florida, which lead to multiple explosions that occurred within an hour and into the early morning of the next day. The plant contained about 53,000 20-pound propane cylinders and multiple large storage tanks a total of seven workers were injured.

The Penray automotive product plant had six tanks together in an array on the north side of their warehouse. Estimated size of the tanks were four 6000 gallon tanks and two 8000 gallon tanks. An explosion or explosions involving those tanks could have been catastrophic.

We’re still checking on whether any injuries occurred … Developing …
