VIDEO of crash scene on Milwaukee Avenue where a police car was rear-ended during a traffic stop.

Wheeling police and firefighter/paramedics responded about 11:34 AM Friday to a crash involving a Wheeling police squad just north of the intersection of Milwaukee Avenue and Prestwick Lane Wheeling, IL. Police and firefighter/paramedics received a report that a police squad car was rear-ended while on a traffic stop in the northbound lanes of Milwaukee Avenue north of Prestwick Lane.

A police officer and one other person were injured in the crash. Police have not commented on the crash details, but it appears that a red sedan rear-ended a Wheeling Police Department squad car sedan, which pushed the squad car into a box truck used for a tree trimming business. The red sedan glanced off road to the east Milwaukee Avenue. The police car glanced off of the truck into the left lane.

Wheeling police did confirm that the crash occurred when a police officer was on a traffic stop.

Wheeling fire department responded with two ambulances, an engine and a battalion chief. The police officer was transported to a local hospital, and also the driver of the red sedan is believed to have been transported to a local hospital.

The Major Case Assistance Team (MCAT) was on the scene investigating immediately after the crash.

Wheeling Police SUV Strikes and Kills Fredi Morales on McHenry Rd: Was It High Speed Distracted Driving?

$
0
0

Inside all newer vehicles is a box the size of a deck of cards, known as an event data recorder or EDR. The EDR tracks seat belt use, speed, steering, braking and at least a dozen other bits of data. When the air bag deploys, the EDR’s memory is captured for 5 seconds before the crash, during the crash, and 8 seconds after the crash. The EDR is similar to a jet airliner’s “black box.” The information is vital for accident investigations and is almost always downloaded to a laptop or other capture device in almost all major crashes involving vehicles equipped with EDR. The summary is known as a crash data retrieval report.

Sunday morning about 5:40 a.m. an on-duty Wheeling police officer was westbound on McHenry Road approaching Sam’s Club and hit a pedestrian, who was identified as Fredi Morales of Des Plaines. Paramedics were called and Wheeling Fire Department immediately responded. Additional police officers responded and a call was immediately requested that the Lake County Major Crash Assistance Team (MCAT) respond to the scene. Morales was pronounced dead at the scene. The police officer involved in the crash was transported to Advocate Lutheran General Hospital in Park Ridge.

Notice skid mark in middle of lanes of westbound McHenry Road and that the incident occurred near the crest of a small hill in the road with a long incline …

At 5:40 a.m. Sunday, September 14, 2014, the crash occurred in complete darkness with sunrise at about 6:32 a.m. with the first hint of light not until 6:03 a.m. An accident investigation will answer a lot of questions about the crash. One of primary importance will be the speed of the SUV. The EDR should discover the speed of the specialized police interceptor Ford Explorer SUV just before impact. It can show deceleration before impact, or it can show no deceleration or braking before impact. On visual inspection, the amount of damage to the front end of the Ford Explorer indicates a high speed impact — assuming the incident was a simple vehicle crash with a pedestrian. The investigation could find that the vehicle speed was considerably higher than the 40 mph posted speed limit. At least one witness interviewed on television reported hearing a vehicle “hauling” with no siren just before the crash occurred. Many questions will need to be answered regarding the speed if it is found to be excessively high: Was the officer responding to a call? Did the officer accelerate to catch up to a suspicious vehicle or circumstance on his own discovery?

Another concern of the crash will be distracted driving. Did the officer see the victim before he was hit? Or was the impact the first indication of the accident? Was the officer distracted by onboard technology? Many police squad cars today have laptop displays, mobile data terminals, multiple radios, dash cameras, moving speed radar indicators (that can detect the speed of oncoming vehicles while the police squad is moving). Was the officer looking down briefly to read a display before he hit Morales? A glance to the display, especially while traveling at high speed could increase the risk of failing to see a pedestrian in the roadway or crossing the street. Or did light from the displays prevent the officer from seeing Morales? If Morales was wearing dark clothing and was walking in the street, it might have been hard to see him, especially if interior light from vehicle displays obscured conditions on the other side of the windshield.

Distracted driving involving police vehicles is becoming an increasingly familiar problem nationwide. Sometimes serious crashes — even fatal crashes — have involved distraction from onboard fixed displays or from cell phone texting by police officers.

On December 8, 2013, Milton Olin, a 65-year-old attorney and former chief operating officer of the online file-sharing service Napster, was riding his bicycle in Calabasas, California when he was reportedly hit by a Los Angeles County Sheriff’s Deputy. The sheriff’s deputy was apparently distracted by his mobile digital computer. His squad car is reported to have drifted into a bike lane — striking and running over the bicyclist. Olin was pronounced dead at the scene. The Los Angeles County District Attorney’s Office declined to press charges against the sheriff’s deputy because he “was acting within the course and scope of his duties when he began to type his response” to another deputy about a fire call response he had just completed.

The law does not prohibit officers from using an electronic wireless communications device in the performance of their duties in Los Angeles County, according to the Los Angeles County District Attorney’s Office (See Los Angeles Daily News No charges for LASD deputy who fatally struck cyclist while typing on computer).

Wheeling “Shots Fired Suspect” from Colonial Dr Arrested Near Baldwin Rd and Dundee Rd, Palatine

Wheeling police responded about 6:00 PM Thursday, October 9, 2014 to a report of a shots fired at Colonial Drive and Elmhurst Road Wheeling, IL. Police received a report that shots were fired, and were investigating whether shots were fired or whether only a weapon was displayed. Witnesses reported a black revolver was displayed.

Two rounds were found to have struck the driver’s side of a vehicle where two women were sitting inside in the 800 block of Colonial Drive. The women, who were not injured, reported a man driving by aimed a large, black firearm at the vehicle and fired two or three shots.

A quick investigation at the scene led police to believe that the suspect was Adrian Soto — a 19-year-old Palatine man with a history of gang ties. Police were not sure if Soto knew the women, and considered the possibility that the shooter was attempting to shoot at someone else. Police were searching for two male/Hispanic suspects who were reported to have fled in a green newer model Nissan Maxima. The suspects were last seen southbound on Elmhurst Road from Colonial Drive in Wheeling — possibly seen by other witnesses who saw the shots fired.

Wheeling police contacted Palatine police, who began a search of the suspect in the area of Dundee Road and Baldwin Road, east of Rand Road and north of Dundee Road in Palatine. About 7:30 p.m. Thursday, two Palatine police officers discovered Soto walking north on Baldwin Road near Dundee Road. When police officers exited their police squad vehicle, Soto ran, but police were able to apprehend him and discover he possessed a loaded Taurus .357 Magnum revolver in his waistband and approximately 1.2 grams of cocaine in his pocket.

Palatine police charged Adrian Soto of the 1900 block of North Green Lane North with resisting arrest, possession of a controlled substance and armed violence, for possessing a firearm while committing the felony of possessing cocaine.

Wheeling police charged Adrian Soto with aggravated possession of a firearm, possession of a firearm by a street gang member and aggravated unlawful use of a weapon (UUW).

Soto appeared in bond court in Cook County Circuit Court Rolling Meadows Friday morning facing the Palatine and Wheeling charges. Soto’s bail was set at $200,000, and his next court date for all charges is scheduled for October 24, 2014.

Gang conflicts out of the Dundee Road and Palatine Road area have also been connected to incidents in the Boxwood neighborhood of Mount Prospect just east of Randhurst Village with suspected retaliation between the two neighborhoods.

Information of some gun-related incidents in the Boxwood area and near the Randhurst Village area have not been released by the Village of Mount Prospect or the Mount Prospect Police Department via press releases, official website posts, or official social media accounts such as Facebook or Twitter.

 IMPORTANT ALERT …

Cardinal Note: As of June 5, 2013 — up to and including the date of this article — police incidents related to the above police agency (Palatine Police Department and Mount Prospect Police Department) are not reported in real time or within a prompt time period. Police protecting their realm of investigation and police activity, have chosen to use secret military-grade encrypted radios to withhold their police communications, which were previously open to the public and news media via monitoring of public safety scanning radios — with no known negative results locally.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur, such as when desperate offenders of property crimes are eluding police. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Lack of real time information from police dispatch also delays public awareness or eliminates public awareness of general hazards and traffic or other situations in every day living in an otherwise economically thriving community.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.

Wheeling police and firefighter/paramedics responded about 7:02 PM Tuesday to a report of a person with a gunshot wound at Walgreens, 1199 West Dundee Road Wheeling, IL. Firefighter/paramedics were ordered to stage several blocks away. The scene was secured by police at 7:04 p.m. and paramedics moved up to the scene.

The location of the actual shooting is not confirmed at this time, but early reports, not confirmed by police, indicate the man was shot while sitting in a car in the Walgreens parking lot at Dundee Road and Schoenbeck Road or at another location — possibly Euclid Terrace Condominiums less than one mile away. There are also unconfirmed reports of a second gunshot victim at the Euclid Terrace Condo location.

Witnesses report the gunshot hit the man in the middle of the back. A witness also reported a bullet hole in a car window — apparently the car where the man was sitting. Evidence processing was ongoing Tuesday night at Walgreens.

A second crime scene is also being processed at Euclid Terrace Condominiums, just northwest of the intersection of Elmhurst Road and McHenry Road on the north side of McHenry Road. There is no confirmation from police that the two crime scenes are connected.

Both victims were being treated for injuries that are not believed to be life threatening.

Witnesses report two large police trucks are located at Euclid Terrace Condos, and that a police car blocked the entrance into the condo parking lot. The trucks are possibly mobile crime lab and evidence collection trucks from the Major Case Assistance Team (MCAT).

The Major Case Assistance Team is a multi-jurisdictional police organization formed to provide investigative and forensic assistance to member police agencies during the investigation of homicides, serial crimes and major criminal events. The major Case Assistance Team is comprised of police agencies from 20 different northwest suburban communities. Since its inception in 1998, the team has successfully investigated over 68 homicides and major criminal events in the northwest suburbs.

Drug Deal Turns into Shootout Near Walgreens at Dundee Rd and Schoenbeck Rd, Wheeling

When Wheeling police responded to Walgreens at Dundee Road and Schoenbeck Road about 7:04 p.m. Tuesday night, they weren’t sure of the circumstances regarding a young adult male with a gunshot wound. They requested paramedics standby until they secured the situation. Police determined the situation was secure and the man with the gunshot wound had paramedics at his side within about two minutes after police arrived.

An initial investigation discovered two groups of people arranged to meet on the 1100 block of West Dundee Road for a drugs-for-money transaction. The drug deal went sour about 7:00 p.m. and multiple subjects drew handguns and shot each other near the Walgreens at 1199 W. Dundee Road, according to Wheeling police. Police were also investigating a crime scene at Euclid Terrace Condos near McHenry Road and Route 83 after the shooting.

Two people were hit by bullets and suffered non-life-threatening gunshot wounds. One of the victims sought emergency medical help and police and firefighter/paramedics responded about 7:04 p.m. Only one victim was at the scene at Walgreens when police arrived.

About 7:40 p.m. a second male subject with gunshot wounds arrived at a local hospital without the help of paramedics. Both gunshot victims are in stable condition and expected to make a full recovery.

The investigation is ongoing, but Wheeling police said three suspects are in custody, but didn’t acknowledge whether the gunshot victims were also suspects. Police are seeking approval of charges with the Cook County State’s Attorney’s office.

Wheeling police did respond to a report of a gunshot victim, but did not release whether they also received a report of shots fired, or whether any witnesses reported seeing the shooting.
